A new bill to eliminate the California agency responsible for enforcing water quality laws in the drought-plagued state is sending shock waves through environmental groups. The legislation from Sen. Melissa Hurtado (D-Sanger), whose district is home to farmers at the center of California's water wars, would disband the State Water Resrouces Control Board and transfer its powers and responsibilities to the Department of Water Resources.
