Richmond: City Council Endorses Community Plan For United Heckathorn Site Cleanup

The Richmond City Council unanimously adopted a resolution Tuesday backing a community-led plan for a complete cleanup of a contaminated site in the Port of Richmond.

The United Heckathorn Superfund site is in Richmond’s Inner Harbor, comprising 5 acres of land and 15 acres of marine sediments in the Lauritzen and Parr canals. In 1994, the U.S. Environmental Protection Agency did a cleanup of the site, but it was unsuccessful, and contamination persists to this day.

In late August, the EPA will release its plan for another cleanup.

In anticipation, environmental organizations Richmond Shoreline Alliance, San Francisco Baykeeper, and the Sierra Club’s San Francisco Bay Chapter drafted a community cleanup plan that indicates what they expect the EPA to do.
