A federal judge ruled that a sprawling collage of salt ponds in Redwood City is subject to protections under the Clean Water Act.. The lawsuit was brought by several environmental groups, including Save the Bay, San Francisco Baykeeper, the Committee for Green Foothills and the Citizens’ Committee to Complete the Refuge.
