The owner of the Cargill Salt Ponds in Redwood City said it is “reviewing all options” after a federal judge ruled Monday that the 1,400-acre site — eyed for development for more than a decade — is protected under the Clean Water Act... The organizations — including Save the Bay, San Francisco Baykeeper, the Committee for Green Foothills and the Citizens’ Committee to Complete the Refuge — sued the EPA over its decision last September.
