A regional water board voted late Wednesday to fine the owner of a small island in the Suisun Marsh $2.8 million on allegations he filled in wetlands to the detriment of fish, wildlife and water quality... Erica Maharg, attorney for the San Francisco Baykeeper environmental group, said earlier the $4.6 million fine was warranted to deter others from damaging ecologically important wetlands and fish habitat. “We urge the board to adopt a penalty that ensures violations like this are not just a cost of doing business” Maharg said.
