A collection of six environmental groups drafted a letter to the Bay Area Air Quality Management District outlining what they hope the regulators will include in their draft Environmental Impact Report regarding the proposed tanker expansion of the Phillips 66 refinery in Rodeo.

San Francisco Baykeeper, STAND.earth, the Sierra Club, Communities for a Better Environment, Friends of the Earth, and the Center for Biological Diversity all banded together to oppose the expansion, which would increase Phillips’ fleet of oil tankers in the bay from 59 to 135, raising the daily delivery of crude from 51,000 barrels to 130,000, according to reports.
